Arizona went further than any state: in March 2026 it filed 20 misdemeanor charges against Kalshi for unlicensed sports wagering. The federal government responded by suing Arizona, and a federal judge first paused and then permanently blocked the prosecution; the state is appealing. Meanwhile Kalshi operates in Arizona with sports, Polymarket US operates after receiving a cease-and-desist (sports reported restricted), and Novig chose not to enter the state. Status as of October 15, 2026.

The legal picture
Arizona's licensed sports betting runs through a compact with its tribes and a limited number of operator licences, and the state's Department of Gaming treats unlicensed wagering as a criminal matter. The charges against Kalshi turned the pre-emption question into a criminal one, which is why the federal government intervened directly. The district court's permanent block is a strong result for Kalshi; the Ninth Circuit, which covers Arizona, ruled for Nevada in August, so the appeal is not a formality.
What to do
- Kalshi and ProphetX for sports today; Novig isn't an option in Arizona.
- Watch the Ninth Circuit; an adverse ruling could reach Arizona the way it reached Nevada.
